Casualty Bureau

Policy Scope:

This policy covers all South Yorkshire Police Staff, who may be called upon to deal with incidents involving major disaster, where the Casualty Bureau is in operation.

Policy Aims and Objectives:

The aim of this policy is to provide a clear, concise and methodical corporate approach in the way South Yorkshire Police deal with major disasters through the utilisation of the Casualty Bureau.

The purpose of a Casualty Bureau is to provide a central contact and information point for all records and data relating to persons who have or are believed to have been involved in an incident.  It has four fundamental tasks:-

  • To inform the investigation process relating to an emergency incident
  • To trace and identify people involved in the incident
  • To reconcile missing persons
  • To collate accurate information in relation to the above for relevant parties

This will involve:-

  • Receiving enquiries from the general public and recording ‘missing persons’ reports
  • Formulating a comprehensive list of missing persons.
  • Recording details of survivors, evacuees, the injured and deceased, including their whereabouts
  • Informing enquirers (by the most appropriate method) of the condition and location of these persons.
  • Collating data to assist in the identification of all persons involved 
  • Liaising with ante mortem team

Responsibility for the Force Casualty Bureau is with Headquarters Specialist Crime Services.

The overall responsibility for Casualty Bureau lies with the designated Senior Identification Manager (SIM). The Force Crime Manager will identify this officer in the event of Casualty Bureau activation.

The responsibility for Documentation Teams lies with the relevant District. It is the responsibility of Contingency Planning to ensure that staff are trained in these procedures and supply an up to date call out list to the Detective Chief Inspector, Specialist Crime Services, HOLMES Unit.

South Yorkshire Police is a member of the North East Region Casualty Bureau, and will when requested activate the North East Region Casualty Information Bureau (NERCIB) Plan.

Where it is evident the scale of the incident warrants it the SIM in consultation with the Casualty Bureau Manager will invoke the National Telephony Agreement.

The Casualty Bureau Manual (see below) will identify specific roles and responsibilities in relation to a Casualty Bureau incident.

This policy supports the casualty bureau requirements of the Association of Chief Police Officers (ACPO) 2008 Police Service Disaster Victim Identification (DVI) Team Strategy.

Equality Act 2010: 

The Act creates a statutory requirement for all Functions and Policies (Including Procedural Instructions) to be analysed for their effect on equality, diversity and human rights, with due regard to the General Duty.

In principle, this document has been assessed for discrimination, which cannot be justified, among other diverse groups.

Human Rights/Discretion:

The purpose of providing policy is to give an indication to staff of the expected course of action.  However it is not possible to cater for every possible combination of factors that would justify a departure from stated policy.  The Human Rights Act 1998 requires the proper use of discretion at all times and nothing within this policy and associated procedural instructions prohibits the proper use of discretion in appropriate circumstances.

Where action is taken that has the potential to interfere with an individual’s Human Rights, the reasons behind the making of the decision to act in that way should be recorded on the appropriate forms, or where this is not practicable, in pocket books or policy logs.

Review Arrangements:

This policy together with its Equality Analysis will be reviewed every two years.

Rights of redress for members of the public:

Anyone who feels that a member of SYP staff has behaved incorrectly or unfairly has the right to make a complaint.  Initial action should be taken in one of the following ways:

  • Complaint in writing or in person to the Senior Officer at the appropriate police station or in writing to the Chief Constable of the force concerned.
  • Visit a local Citizens’ Advice Bureau.
  • Contact a solicitor.

Rights of redress for South Yorkshire Police staff:

South Yorkshire Police staff who feel they have grounds for concern in relation to the implementation of policies may:

  • Pursue concerns through their line manager.
  • Contact a First Contact Advisor.
  • Pursue a grievance formally through the South Yorkshire Police Fairness at Work Procedure.
  • Seek advice from their staff association or trades union.
  • Use procedural instruction D50241 Management of Complaints, in the section entitled Handling Complaints relating to Direction and Control.
